A New Vision for Older People's Day Services Consultation

July – October 2010

London Borough of Sutton want to find out what you think about their ideas for the future of day services for older people.

SUMMARY OF CONSULTATION

What we have done

Between November 2009 and March 2010 we carried out a review of day services for older people. This included consultation with over 350 older people including older people who use day centres now, their relatives and carers and with other older people in the borough who may need social care services in the future. We also talked with local organisations who work with older people to find out what they thought about day centres.

The main focus of the review was on the four day centres for older people with high and complex needs, who meet the Council's eligibility criteria. These are Cloverdale Court, Gaynesford Lodge, Cheam Priory and Belsize Court. In addition to these services.

What are we planning to do

In the future, people who meet the Council's eligibility criteria will have a ‘personal budget' to use to buy services of their choice to meet their needs. We want to make sure that day centres can develop to be more responsive and flexible to meet individual choice and preference. At the same time we want to support the development of alternative options for people who do not want to use their personal budget to attend a day centre.

What happens now?

We are asking for your views through a formal consultation process lasting 13 weeks. The consultation will close on Friday 1st October, we will then report the outcome of the consultation to the Council's Executive and a final decision taken on the recommendation to close Belsize Court Day Centre.

NHS Sutton and Merton's new Equality Scheme 

 

As part of the consultation on NHS Sutton and Merton's new Equality Scheme a consultation event will be held on 14 September 2010 from 10.15am to 1.00pm at the Hub Tooting & Mitcham Football Club.

Adult Social Services

Fairer Contributions Policy

Councils are changing the way that they provide adult social care. This is to give citizens more choice and control, and to help them live as independently as possible.

To achieve this, we plan to make the services that improve independence, health and well-being more personalised. Instead of us deciding which services you need, we will let you know how much money is available to meet your needs. You can then choose what support is best for you. The name given to this new way of providing adult social care is ‘Personalisation'.

As part of these changes, councils have been asked to look at how they charge for adult social care. We are therefore asking for your views on our proposed new contributions policy.

Equality Scheme consultation – 22 June-14 September

NHS Sutton and Merton is developing a new Equality Scheme and Action Plan 2010-2013. The purpose of the Equality Scheme is to ensure that services we commission effectively address the following:

· Barriers to accessing health services

· Differences in patient experience

· Differences in health outcomes for different sections of the population

· Promoting equality and a working culture of anti-discrimination for all staff

We have produced a consultation document, and will be starting a 12 week consultation period withpatients, public,partners and our staff from 22 June to 14 September.

A Consultation on New Patient Rights

The NHS is consulting on the proposed inclusion of new rights in the NHS Constitution. To read a copy of the consultation document, please go to:

The consultation proposes:

• a new right to access services within waiting times

• a new right to NHS Health Checks for 40-74 year olds

• possible further rights to be incorporated into the Constitution in the future

• a new role of ‘Constitution Champion'

The NHS Constitution is intended to be a part of everyday life in the NHS. It forms the basis for the relationship between staff, patients and the public built on partnership, respect and shared commitment, where everyone knows what they can expect from the NHS and what is expected from them.

NHS - Strategic Plan

Last year, we published our strategic plan for the next five years, describing our priorities for improving the health of local people. We are now in the process of reviewing and refreshing this plan, ensuring we are still on track to achieving our goals.

To do this, we have held workshops with NHS clinical experts, staff and managers. These included looking at the needs of the local population, how much we spend on services (benchmarking against other PCTs) and the health outcomes for our local population. The emerging findings of this work are outlined in the attached strategic plan engagement document, and I have also attached a presentation highlighting progress which has been made since last year’s strategic plan was published.

We welcome your views on the proposals outlined in the engagement document, and would be grateful if you could give us your comments by the end of December 2009, by emailing PPI@smpct.nhs.uk. All public feedback will be taken into account when the strategic plan is considered by the PCT’s Board. Please note that where major change needs to be taken forward, there will be further exploration of the impacts and benefits, and engagement with the public – as well as full public consultation if necessary - before implementation.
